Sai Kung undergoes a series of urban transformations. Beforehand, it was a famous suburban town on the seaside. Nowadays, there is an increasing number of visitors going to visit its peripheral and its world-class geological parks. The government finds that Sai Kung is lack of public open space for holding public events. Also, the bus terminal has moved away from the town center, the vacated site provides a valuable opportunity for building a new landmark.

The design intention is to be humble and eclectic, so that it merge with the newer park district and older urban district. A large plaza is designated as an event space in front of the concert hall for outdoor concert, dragon boat racing events and market for festivals year round. The tilted facade of the concert hall intentionally draws public interest during holding of cultural events and enhance the people with the sea.
